If it is a self-service room, people may want to re-use the room to bridge to another place later, or even just continue using the room on Matrix only.

We should remove sim users as a courtesy.

If it is not a self-service room, the room will probably not continue to be used except for if it's about to be re-linked to another channel. We should keep sim users for archival and performance reasons, but we should demote all admins to not-admins, allowing Matrix admins to clean them up if they really want to.
