7f348cae8c Extraction: initial import 
Extract Radix Tree implementation from `Beryl` project into an
standalone library to facilitate usage by other developers.

- Move `Tree`, `Node` and `Result` into `Radix` namespace
- Clenaup standalone README and describe usage
