large amounts of spam accounts with spam repositories are on gitdab.

effective immediately, all registrations are now disabled.

neither recaptcha nor hcaptcha have helped us on this problem, and it's been plaguing us for a long time.

future work to be done on removing all the spammers and figuring out a future signup system that can scale to the low amount of hands that are available on the project.
