Like how users with exceptional @everyone permission are bridged as PL 20 and the required power level is set accordingly, the same should be done for polls. I'll make it PL 10.

In this case, the "poll start" event type should be added to the events key of the power level definition. Poll responses and ends shouldn't be gated.

Done in 1defd83fde but the events side of this ought to be reworked when full permission management & role syncing happens.
