We can just put a little avatar and username at the top of the message. So it'll still be sent as the Out Of Your Element bot like it currently is (so that it doesn't pollute the member list), but you'll actually be able to see the author info.

Prefix like <p><img src="mxc://the-users-avatar" data-mx-emoticon width=something height=something> Webhook's User Name Here</p>.

MSC 4144 also seems relevant here, may as well throw in those data structures too. Not required for issue completion.
