Admin ea06da4e06 relax campaign batch (verified tree 1ecaff6094: Mac land set + x64 tests 332/0, diff_fast o1/base/o3, rwbench checksums every tier): PGO piece 1 (counted tier -> layout/RA/inliner), SETTLE (O3 burst, hot fns no longer stuck at O2, optimizing N% title), TAIL-A4, VEC7 shared vector backend (14.4k lines deleted), COLD, PROVLAYOUT (provided handle structs built in JIT code), INSPECT-LOCALS (real local values), Stage deck-present hang fix, FMA NaN-sign fixes, program heap keeps large blocks
