- new crate libs/relax/backend (relax-backend): RIR, register allocation,
arm64/x64 encoders, C ABI, code install and switch lowering moved out of
relax-codegen with identical machine code; the base for one shared vector
backend for Splash kernels and std::simd
- the import-resolution replay looks up a {self} import in the type
namespace only, as rustc does (it reported a false 'cannot determine
resolution' when the module also re-exports a same-named fn)
