c681d077d5 Fedora: install uac-polkit-agent to /usr/libexec/kf6 [skip ci] 
Fixes the drop-in which expects the default polkit agent to be in
/usr/libexec/kf6, even though we're installing UAC polkit agent to
/usr/libexec.

37d26fd6b7 notifications: disable by default, explicitly enable for systray 
This will disable the action center for the regular Plasma session by
default, while explicitly enabling it only for ATP's system tray.
